The Final Report is organized into 7 volumes which will be shown on the attached folder. Each volume is designed to be a stand-alone document so that they can be used independently. The objective of this volume is to assess the governance, effectiveness and policy frameworks for the delivery of essential basic services; to assess the management of infrastructure assets and the management and disbursement of disaster recovery funds; and to make recommendations for changes to improve effectiveness and efficiency.
